I believe that if the States retributive action was more severe and widespread for lesser crimes it might, (I emphasize "might") have more of an effect. Someone mentioned atrocities committed in Iraq. From what has been learned, most of these acts/torture were done as a means to ascertain information/intelligence, not necessarily on persons who had committed a crime. I do believe that some other countries actions or ways of dealing with crime are effective. Caning, cutting off the hand of a thief, castration of a sex crime offender, (Done voluntarily in some States already) etc. Obvisouly none of these methods is perfect, but the system we have in place now is not, and does not work!
